Starts a broadcast: one message, filled in for each person, to many people on one channel. OMNI prepares it — checking every number, skipping people who opted out, asked not to be contacted or may not be reached on this channel — then sends it at the channel’s pace, now or at scheduled_for. It is the same broadcast the panel sends, and shows there too.
